《关于粤港澳大湾区个人所得税优惠政策的通知》（财税〔2019〕31号）
《Notice for the Preferential Individual Income Tax Policy in Guangdong-Hong Kong-Macao Greater Bay Area》（Cai Shui〔2019〕No.31）
“自2019年1月1日起至2023年12月31日，按内地与香港个人所得税税负差额，对在大湾区工作的境外（含港澳台）高端人才和紧缺人才给予补贴，该补贴免征个人所得税。”
Individual income tax exceeding 15% of the taxable income paid by foreign high-end talents and urgently-needed talents working in Guangdong-Hong Kong-Macao Greater Bay Area can be reimbursed. The policy is valid from January 1st, 2019 to December 31st, 2023.

个税数据查询并授权预填
Tax Check and Authorization

申请人在自然人电子税务局WEB端查询纳税数据并线上完成授权，向人社部门申报补贴时即可实现纳税数据的自动预填。
Applicants who complete the authorization on Individual E-Tax System can access to pre-filled tax data in the process of subsidy application to the Human Resources Social Security and Bureau.
第一步：登录自然人电子税务局WEB端
（https://etax.chinatax.gov.cn/)
Step 1：Login to the website
（https://etax.chinatax.gov.cn/ ）

第二步：点击【特色应用】，如城市不为深圳市请先进行切换（再次登录将默认为深圳市），进入【人才补贴（奖励）数据查询】。
Step 2：Click【特色应用 the Special Application】, switch to the location of Shenzhen, click【Individual income tax check for talent subsidy(award)】

第三步：【人才补贴（奖励）个税数据查询及授权预填】页面默认展示2020年度与申报补贴相关的纳税数据，确认无误后，点击页面下方【授权发送数据】完成授权操作。
Step 3："Individual income tax check for talent subsidy(award)" page defaults to show the tax records in 2020 related to the subsidies. Click on "Authorize the data sending" at the bottom of the page to complete the authorization when data checked.


说明
1. 切换【税款所属年度】可查询2019年度数据并进行授权；
2. 点击【授权发送记录】可查询、作废历史授权；
3. 该功能也可用于深圳市产业发展与创新人才奖申报的数据查询和授权预填；如对展示数据存疑，请联系扣缴义务人或主管税务机关进行核实。
Miscellaneous
1.Switch to Tax Year to check and authorize the data of 2019
2.Click on the “Authorize the data sending" to check or void the previous authorization
3.This function can also be used for data enquiry and pre-filling authorization of Shenzhen Industrial Development and Innovation Talent Award Declaration. If applicants have any doubts about the pre-filled data, please contact the withholding agent or the tax authority to verify.

请注意：根据《深圳市境外高端人才和紧缺人才2020年纳税年度个人所得税财政补贴申报指南》，申报人的应于2021年8月16日至2021年9月30日期间在广东省政务服务网提出补贴申请。
Reminder: The deadline for the subsidy application is September 30, 2021.
