  为建立健全激励约束机制，加强农村综合改革资金绩效管理，根据《财政部关于印发农村综合改革工作考评试行办法的通知》（财农〔2015〕21号）《中央财政农村综合改革转移支付资金管理办法》（财农〔2016〕177号）和《湖南省农村综合改革转移支付资金管理办法》（湘财乡〔2017〕9号）精神，我们制定了《湖南省农村综合改革资金绩效考评暂行办法》。现予印发，请遵照执行。
