财政部 交通运输部公告2020年第14号

  为进一步做好新冠肺炎疫情防控工作，推动企业复工复产，促进外贸稳定发展，现就减免港口建设费和船舶油污损害赔偿基金有关政策公告如下：
  一、免征进出口货物，即出口国外和国外进口货物的港口建设费。
  二、减半征收船舶油污损害赔偿基金。
  三、上述政策自2020年3月1日零时起至2020年6月30日24时止执行，以船舶进出港时点为准。
  四、对符合减免条件但缴费人已缴费的，由中央海事管理机构从经批准的相关银行账户中办理退费或从缴费人应缴费额中予以抵扣。
