中英双语∣杨澜专访海南省委书记沈晓明：①海南自贸港全岛封关和人才

Recently, Shen Xiaoming, Hainan Party Secretary, talked with Yang Lan, China s prominent talk show hostess, on how to build Hainan into a globally influential and high-level free trade port. The following are the first two highlights of the interview.

近日，海南省委书记沈晓明接受中国著名电视节目主持人杨澜专访，畅谈如何把海南建设成具有国际影响力的高水平自贸港。以下为本次访谈的亮点（上）。




Shen Xiaoming: We are planning to ready the facilities for independent customs operations by the end of 2023. Free flow of the “first line” between Hainan FTP and other countries (regions) outside China s borders doesn’t mean opening up the door without control. Management of the “second line” between Hainan FTP and China’s mainland means controlled connection.
Hainan FTP will lose its vitality if it cuts off economic ties with the mainland. Building Hainan into a free trade port will strengthen the connections with both the mainland and the whole world.

沈晓明：要在2023年年底前具备封关的硬件条件。一线放开不是国门洞开，二线管住是有管制的联通。如果和内地的经济联系切断了，海南自贸港是没有生命力的。通过自贸港建设，能够进一步加强海南自贸港和内地和世界的联络。





Shen Xiaoming: Compared with attracting outside talents to Hainan, we need to put more emphasis on cultivating local talents. Or as important as attracting talents, we will also cultivate local talents, our children and grandchildren.

沈晓明：相比吸引人才到海南，更重视“本地和尚”的培养。和引进人才同样重要的是，培养我们自己的人才，培养我们的子孙后代！
