按照《市人社局 市财政局 市税务局 市市场监管委 市医保局关于特困行业阶段性实施缓缴企业社会保险费政策有关问题的通知》（津人社局发〔2022〕8号）文件关于灵活就业人员缓缴2022年养老保险费的相关规定，自2023年1月1日起，系统开放2022年灵活就业人员养老保险缴费渠道。
一、补缴范围

无雇工个体工商户和各类灵活就业人员，2022年缴纳费款有困难的，可自愿暂缓缴费，2022年未缴费月度均可于2023年底前进行补缴。
二、补缴基数

按照现行规定，养老保险补缴基数在2023年本市个人缴费基数上下限范围内自主选择，即4400元至22434元之间自主选择。

微信缴费
（1）登陆微信，依次点击“我”→“服务”→“城市服务”，在热门服务里选择“社保”，在社保缴费业务下点击“社保缴费”，如图所示：

（2）在天津市社保缴纳模块中选择“灵活养老补缴22年”，进入页面后输入“身份证号码”、“姓名”、“缴费截止年月”，点击下一步，如图所示：

（3）核实姓名、证件号码，点击下一步，带出补缴信息，缴费人核对无误后完成缴费。如图所示：

（1）登陆支付宝，依次点击“市民中心”→“社保”，在“社保缴费”模块中选择“灵活就业养老补缴”，如图所示：

（2）进入页面后依次输入“身份证号码”、“姓名”、“缴费截止年月”，点击下一步，如图所示：

（3）核实姓名、证件号码，点击下一步，带出补缴信息，缴费人核对无误后完成缴费。如图所示：

（1）手机下载云闪付APP，依次点击“城市服务”→“更多”→“社保缴费”→“补缴2022年养老保险”，如图所示：

（2）进入页面后选择“证件类型”，输入“证件号码”、“姓名”，勾选社会保险费缴纳授权及服务协议，点击同意后进行查询，如图所示：

（3）选择参保人员类别，勾选需要补缴的费种，在下方选择费款所属期，点击查询，如图所示：

（4）核实姓名、证件编号，确认缴费基数（缴费基数为整数，需在4400元至22434元的范围内进行选择），点击下一步，带出补缴信息，缴费人核对无误后完成缴费。如图所示：

线下缴费

办税服务厅缴费
缴费人持身份证到办税服务厅进行缴费。

代办系统开单缴费
缴费人持身份证去党群服务中心开具《缴费通知单》，然后持《缴费通知单》去协议银行网点完成缴费。
