根据《市医保局 市人社局 市税务局 市教委关于印发<2023年度城乡居民基本医疗保险宣传提纲>的通知》(津医保局发〔2022〕65号)的规定：

三、缴费登记
（五）退费处理
已办理缴费结算，符合退保有关规定的，尚未进入居民医保待遇享受期的参保人员，可凭本人申请到所属主管税务局办税服务厅或通过天津市电子税务局、天津税务手机APP 社保费个人预缴退费功能 办理退费手续，并由相关部门按程序进行退付。

已经进入居民医保待遇享受期的参保人员，不办理退费手续。入学一年内获得国家助学贷款的院校学生，可在获得助学贷款年度内申请办理退费手续。对于因死亡造成退费的人员，申报时限为参保年度的12月31日以前，逾期不再受理。
