出现问题原因：该情况为数据传递过程中的系统原因，需等待银行系统进行清算比对

解决方法：一般会在3-7个工作日接到银行退款，然后重新申报缴费即可。
如果7个工作日后仍未收到退款且缴费查询状态仍为缴费失败，需联系当地税务部门解决。
