党的十八大以来，中国积极推动构建全面开放新格局。以“一带一路”建设为重点，我国纳税人“走出去”步伐明显加快，对外投资规模和质量日益提升。为充分发挥税收职能作用，国家税务总局对“走出去”纳税人相关的税收政策及110个税收协定（安排、协议）进行归纳整理，总结共性涉税问题，编制了《“走出去”税收指引》(2021年修订版)。
为方便纳税人学习《“走出去”税收指引》，天津市税务局将分不同专题版块推出《你问我答话〈指引〉》，希望能为“走出去”纳税人进一步学习掌握相关税收法律法规提供帮助。

截至2022年6月底，我国已与109个国家（地区）正式签署了避免双重征税协定，其中与105个国家（地区）的协定已生效，和香港、澳门两个特别行政区签署了税收安排，与台湾签署了税收协议，已形成了比较完善的税收协定网络。

主要是通过降低所得来源国税率或提高征税门槛，来限制其按照国内税收法律征税的权利，同时规定居民国对境外已纳税所得给予税收抵免。
税收协定的主要作用

包括降低“走出去”纳税人在东道国的税负、有效消除双重征税、提高税收确定性和通过相互协商机制妥善解决涉税争议等。
中国境内的“走出去”企业和个人可以享受到包括股息、利息、特许权使用费等协定缔约国给予的多方面税收优惠待遇。而缔约对方主管税务当局均会要求申请享受协定优惠待遇的纳税人出示税收居民身份证明，不能出示税收居民身份证明的纳税人，则无法享受到税收协定规定的优惠待遇。
