一、办理路径
进入国家税务总局厦门市电子税务局网站（https://etax.xiamen.chinatax.gov.cn/xxmh/html/index.html），登录>我要办税>发票使用>增值税普通发票代开。

二、发票查询
录入查询条件，点击【查询】，默认为增值税电子普通发票。

三、填写开票信息
1.点击【新增】，阅读完须知后，进入编辑界面。

2.选择发票类型为增值税电子普通发票，录入申请单据信息，包括劳务发生地、领取方式（默认电子发票领取）、付款方信息、收款方信息（接收短信号码、电子邮箱、地址等）。

3.录入货物或应税劳务、服务名称。点击【新增行】，点击空白行的“货物或应税劳务、服务名称”，在弹出商品选择框内勾选需要代开的商品，填写含税销售额。

4.选择印花税合同类型。初始默认为空，纳税人根据实际情况进行选择。

5.备注根据收款方填写相关信息自动生成，备注信息会打印在发票上。在备注下方，纳税人若需要特殊说明，在此项填写，此项说明不会打印在发票上。

6.提交申请单。

四、开具发票
完成缴款后，当申请单状态为【已扣税款】时，点击【开具发票】，提示“发票开具成功”同时状态变更为“发票未打”。待状态更新为“打印成功”，即电子发票开具成功。
