为贯彻落实党中央、国务院关于政府非税收入征管职责划转有关部署要求，根据财综〔2021〕19号文件规定，自2022年1月1日起，由我市规划资源部门负责征收的国有土地使用权出让收入、矿产资源专项收入、海域使用金、无居民海岛使用金划转至税务部门征收。

按照属地征收的原则，四项新划转非税收入的征收机关为土地、矿产资源、海域、海岛所在地（无法判定所在地的，为缴纳义务人在我市的登记注册地）各区税务局，第三、第四税务分局。

缴费人怎么在税务部门缴费呢？

市规划资源部门将费源信息推送至税务部门，缴费人通过办税服务厅或电子税务局确认并申报缴费。税务部门依据规划资源部门推送的费源信息征收费款。缴费成功后，由税务部门开具缴费凭证。

还有呢，四项新划转非税收入入库后需要退库的，按照财政部门有关退库管理规定办理。以前年度和今后形成的应缴未缴收入以及按规定分期缴纳的收入，由税务部门负责征缴入库。
