五是利息收入享受税收优惠。根据《财政部国家税务总局关于地方政府债券利息免征所得税问题的通知》（财税〔2013〕5号）和《财政部国家税务总局关于全面推开营业税改征增值税试点的通知》（财税〔2016〕36号）的规定，个人和机构投资者投资地方债取得的利息收入可免征所得税和增值税。

参与上海市政府债券柜台发行招标的承办银行共15家，分别为中国银行、农业银行、建设银行、工商银行、交通银行、浦发银行、上海银行、兴业银行、招商银行、上海农商银行、南京银行、民生银行、宁波银行、北京银行、平安银行。各承办银行的销售额度将于7月26日以招标方式确定。

是这样的，分销期内（7月27日-7月29日），个人和中小机构投资者可在上海市政府债券柜台业务承办银行的营业网点柜面销售时间内，通过营业网点柜面认购；也可以通过部分银行电子银行渠道（包括网上银行和手机银行）认购本期债券。

上市日后（8月3日起），柜台业务由承办银行开展双边报价，投资者可根据承办银行报价交易。柜台交易实行T+0结算，投资者如需变现，卖出债券后资金可实时到账。具体认购、交易渠道请咨询各承办银行。

通过商业银行柜台市场认购、交易，有两个方式进行柜台债券余额复核查询：一是通过商业银行查询债券账户余额；二是拨打400-666-5000，联系中央国债登记结算有限责任公司复核托管账户余额。

那在我买入债券后，如何获得债券本息呢？

上海市财政局将于付息日（每年7月30日）和到期日（2024年7月30日）前2个工作日将兑付利息或者本金划至债券登记托管结算机构指定账户，债券登记托管结算机构收到上述款项后立即向承办银行划付，承办银行将于债券付息日和到期日一次、足额将兑付资金划入投资者资金账户。
