二、评价内容为实施透明预算、规范预算编制、优化收支结构、加快预算支出进度、盘活存量资金、加强债务管理、控制供养人员增长、加强国库库款管理和严肃财经纪律等9个方面18项指标。
三、依据各市县综合评价得分情况，以及按规定对因实施透明预算、提高收入质量、加强债务管理等指标排名靠后的部分市县实行“一票否决”降级后，我们确定了各级次市县名单。现对被评为AA级、A级的市县予以通报（详见附件）。对被评为C级的市县，省财政厅将予以约谈。同时，省财政将通过县级基本财力保障机制给予适当奖惩，奖惩资金文件另行印发。
四、请各市县对照相关预算管理制度和综合评价办法，参照综合评价结果，不断提高市县财政管理水平。
