为提高预算完整性，加快支出进度，现提前下达2019年彩票市场调控资金预算，待2019年预算年度开始后按程序拨付使用。该项资金主要用于彩票销售网点能力建设、彩票公益形象宣传、彩票销售渠道建设、彩票游戏的品牌建设和市场营销活动、责任彩票建设等有关方向（项目代码：Z165010000002，政府收支分类科目：2290808彩票市场调控资金支出），具体金额见附件。
你厅（局）应按照《中共中央 国务院关于全面实施预算绩效管理的意见》（中发〔2018〕34号）、《彩票市场调控资金管理暂行办法》（财综〔2016〕30号）等要求，加强预算绩效目标管理，做好绩效运行监控和绩效评价，加强评价结果应用，切实提高财政资金使用效益。
