为引导和鼓励中央高校拓宽资金来源渠道，健全多元化筹资机制，进一步促进高等教育事业发展，从2009年起，中央财政设立了中央高校捐赠配比专项资金，为规范和加强项目资金管理，根据《中华人民共和国预算法》《中华人民共和国高等教育法》《中华人民共和国公益事业捐赠法》《中华人民共和国慈善法》以及《财政部 教育部关于改革完善中央高校预算拨款制度的通知》（财教〔2015〕467号）等有关规定，我们制定了《中央高校捐赠配比专项资金管理办法》。现予印发，请遵照执行。
