答：原有政策对工业企业和其他企业的从业人数、资产总额两项指标分别设置了条件，2019年新出台的政策对资产总额和从业人数指标不再区分工业企业和其他企业。因此，目前工业企业和其他企业的小型微利企业标准是一样的，即年应纳税所得额上限都是300万元、资产总额上限都是5000万元、从业人数上限都是300人。
